We are looking for an experienced and dedicated procurement officer who can drive procurement processes with quality and professionalism. Within the purchasing and procurement unit, we have embarked on an exciting transformation journey to highlight the importance of procurement and work with a category-driven approach. RESPONSIBILITIES

As a procurement officer for construction with us, you will be responsible for planning, leading, and executing procurements in the construction area. You will support the rest of the organization in procurement issues, prepare and compile tender documents, conduct procurements, participate in negotiations, and draft contract documents. You will work closely with the operations and act as a project manager for procurement projects from needs analysis to contract signing. The role involves ensuring that procurements comply with laws and regulations while contributing to effective and sustainable solutions.

You will work closely with our project managers and technical managers to ensure that our procurements provide optimal business benefits. You will also follow up on cost and quality goals and ensure that the process complies with procurement regulations. Furthermore, you will manage entered agreements and work on supplier development and participate in development work and training initiatives within the agency.

As a procurement officer for construction with us, you will work in a role with significant responsibility for the entire purchasing process. Your focus will primarily be on procurements within land and construction, where you will drive the entire purchasing process according to LOU from needs analysis and market dialogue to contract signing and management. As the only procurement officer for construction in the municipal group, the position is broad and involves a flexible everyday life with procurements ranging from harbor renovations to the expansion of water and sewage networks. Construction procurements may also occur, as well as other procurements of goods and services.

QUALIFICATIONS

We are looking for someone with relevant education in law, economics, engineering, or another equivalent field. You should have several years of experience in construction procurement, preferably within the public sector, and good knowledge of LOU and construction law. You should have the ability to work systematically and drive projects independently.

We are looking for someone who is driven, self-sufficient, and enjoys interacting with their environment. You should have a very good ability to express yourself in Swedish, both verbally and in writing, and have the ability to work systematically, build relationships, and manage multiple processes simultaneously. If you have worked in a municipality or other public sector, we consider it an advantage, but it is not a requirement.
